Question about PC games. Are the games specific to a specific computer model or operating system?

Not now a days, or though some of the latest have such high specs you'll need a new machine and some very old stuff won't run on modern systems.
This means that if another PC manufacturer/other operating systems dominates in the region, then there should not be any serious obstacles. However, why then are there versions of PC games for Linux on torrents?
Many have been modded for that system. Other run on WINE or other Windows emulator's.
