Operation Gladio is an umbrella term for what was NATOs network of stay behind organizations throughout western Europe. That were intended to act as a resistance to Soviet occupation or to stop Communist sympathizing governments from taking power.
They were funded by the CIA, and trained by Western special forces like the SAS. These groups were organized on a cell-like structure, and in many cases were independent from the national governments of the countries they were based in.
Though it is unlikely that their actions would have done amounted to much in the event of a full hot war between East and West. (Or is it?)
What implications would there have been if a country like Greece, Italy or Turkey (the ones viewed most at risk) were to have gone communist via internal action. (democratic or otherwise) And the Gladio organizations were to have been activated?
